Preconstruction Manager


The Preconstruction Manager is responsible for supporting the development team through the planning, budgeting, scheduling, process design and overall execution of project development scope.  To execute in this role, representation of the company in public meetings and local government forums is required.  A deep understanding of Sun Tribe’s core business model as well as the external regulatory landscape will be a key prerequisite for success.

The Preconstruction Manager is part of the Development Engineering team and reports directly to the Associate Director of Development Engineering.



Relationship, Process, and Information Management

  • Establish and maintain relationships with Authority Having Jurisdiction (AHJs) within the company’s development territory, including scheduling and conducting AHJ meetings for projects in development
  • Support cross-departmental coordination and planning by maintaining a database of permitting requirements for applicable AHJs including setbacks, RPA buffers, zoning ordinances, local government process & timelines, and permit fees
  • Develop and maintain subcontractor relationships for the coordination of permitting related deliverables
  • Manage and uphold all scheduled preconstruction deliverables in parallel with development engineering
  • Participate in development closeout meetings to inform EPC team of preconstruction permitting related items
  • Research permitting requirements in territories being considered for development expansion
  • Provide support and maintain preconstruction data in project management software

Project Permitting & Preconstruction Management

Assist in establishing budgets and schedules for projects under development by providing forecasted permitting costs and timelines

  • Manage internal and external resources to generate deliverables required to obtain preconstruction permits and to close asset purchase agreements including:
    • Preconstruction permits
      1. Preliminary site plans
      2. Project visualizations
  • Decommissioning plans
  1. Threatened & endangered species studies
  2. Cultural, historical & archaeological studies
  3. Wetlands delineations & USACOE concurrence
  • Asset purchase agreements
    1. Environmental site assessments
    2. Title commitments
  • Reliance letters
  1. Zoning Compliance Letters
  • Other
    1. Pre-solar roof inspection and remediation plans
    2. Fire Marshal Setback Approvals
  • Roof Manufacturer Warranty Letters
  • Coordinate and obtain all required discretionary permits including conditional & special use permits and architectural & historical approvals
    • Meet and maintain AHJ relationships through lifetime of portfolio
    • Execute and deliver written permit applications
    • Prepare ST team for AHJ meetings; contribute as technical advisor for Client Partnerships

Strategy & Toolkit

  • Maintain comprehensive understanding the company’s core business model, including PPA, MIPA, and APA frameworks, to educate external stakeholders on the holistic value proposition and structure of solar PV projects
  • Provide perspective of process and workflow to Sun Tribe
  • Work with Public Relations team to cultivate an understanding of the external regulatory and permitting landscape in the company’s development territories
  • Provide perspectives on jurisdictional permitting to advise both project and leadership teams in the shaping of pipeline development strategy



Education & Experience

  • 1-3 years of project management, environmental studies, permitting, or construction experience preferred
  • Bachelor’s Degree preferred in planning, environmental studies, engineering, policy, or any other technical field
  • Strong computer skills with proficiency in MS Excel, Smartsheet, MS Project, and Procore
  • Experience within the permitting, energy, environmental, and/or construction industry

  • Ability to work well with others in a collaborative team environment
  • Ability to manage multiple tasks and projects simultaneously
